Tender / RFP Analysis

Read a tender or RFP clause by clause and decide, quickly, whether to bid — with an eligibility read, a compliance checklist, and a governed bid decision.

DocIQ is bid-management assistance for your team. It is not an external e-submission portal — you still submit through the buyer's channel.

The workflow at a glance

Upload the NIT → analyse clauses → review eligibility + compliance → track RFIs and addenda → decide bid / no-bid with sign-off.


1. Upload the tender

  1. From Tenders, choose New tender. (Role: Editor)
  2. Upload the NIT / RFP document (a long CPWD, ONGC, GeM, or private tender is fine).
  3. Analysis runs in the background as a durable job — a long document will not lose progress if something restarts.

2. Analysis output

When analysis completes you get:

  • Clauses — eligibility, technical, commercial, and compliance clauses pulled out, each linked to where it appears in the document so you can verify it.
  • Eligibility matrix — a structured read so a disqualifier surfaces in minutes, not on day three.
  • Compliance matrix / checklist — clause by clause, with an owner and status per row so nothing sits half-answered.
  • Metadata — key dates, values, and submission requirements.

3. RFIs / clarifications

Track pre-bid questions to the issuing authority and their answers, each with its own deadline and status — so clarifications live here, not lost in email.

4. Addenda

When the buyer issues an addendum, record it. DocIQ helps identify which clauses, checklist rows, and responses must be reconfirmed — so a late change does not slip through.

5. Deadlines

Submission deadlines are tracked with a pre-submission alert schedule. Keep an eye on the deadline tracker so you never miss a cut-off.

6. Bid / No-Bid decision

  1. Review the eligibility matrix and the capability-gap report against each scoring criterion (QCBS / L1 rules where present).
  2. Record the bid decision (bid / conditional bid / investigate / no-bid).
  3. Move the tender through its lifecycle states as work progresses.

7. Export

Export the analysis, checklist, and decision package for your bid file.


Tips

  • Start with the eligibility matrix — if you are ineligible, stop there and save the three days.
  • Re-check the compliance checklist owners after every addendum.
